Infant formula: Background

 

Infant formula sales have grown rapidly in recent years around the world including China. In China, the emergence of a substantial middle class has created the demand for infant formula from developed world sources. New Zealand, as the world’s largest exporter of dairy products, is well-placed to satisfy this demand. Infant formula sourced from New Zealand is highly trusted and highly sought after by Chinese mothers and commands a strong price premium.
Infant formula is a very sensitive food product. As a result, the infant formula regulatory environment is complex and requires approvals from the regulatory authorities in New Zealand, as the country of origin and also in the country that the infant formula is exported to.
As an example, the New Zealand Food and Safety Authority (NZFSA) regulates the export of infant formula from New Zealand and if it is destined for China, the China Entry-Exit Inspection and Quarantine Bureau (CIQ) regulates the importation of the infant formula

 

There are three separate types of infant formula. The first (No 1) is for infants from age 0 to 6 months; the second (No 2) is for infants from age 6 to 12 months (sometimes called “follow-on formula”) and the third (No 3) is for infants from 1 year onwards (sometimes called “growing-up Milk Powder” or “GUMP”). The first infant formula has the greatest amount of Whey Protein compared to the other two. The follow-on formula has a higher percentage of milk powder and a lower amount of whey protein than the first one and the GUMP is predominantly milk-based, which is why it costs less than the other two formulas.
Generally, government regulations prescribe the basic requirements for each of these product types, however there is the flexibility to add further ingredients to the standard formulation, to enhance the attractiveness of the products to the consumer and to market them as premium products. There are two options for blending infant formula ingredients. The first is called dry-blending, when all the ingredients are blended together in a dry powder state. The second, more expensive option, is called wet-blending, when all the ingredients are blended together in a wet state and then dried together. Wet-blending creates a more homogeneous infant formula product than a dry-blended one, so that each grain of powder is the same whereas with a dry-blended infant formula product only each scoop will be the same.
