In the fruit import trade, understanding the steps of customs clearance and preparing all the required information is the key to ensure that the fruit enters the domestic market smoothly.
Preparation before import
- Consignee and consignor for the record: importers need to apply online and on-site confirmation before shipment. Fill out the consignee of food for the record application form, and at the same time to prepare business license, organization code, legal person identification and other copies and check the original, but also to provide the enterprise quality and safety management system, the circulation of imported food permits and other relevant documents, to draw up the type of business imported fruits and storage locations, and truthfully record the flow of fruits, the record retention period of not less than 2 years.
- Apply for a license: the State Administration of Quality Supervision, Inspection and Quarantine for “entry and exit of animal and plant quarantine license”, which is an important proof of the legal import of fruit. At the same time, it should be clear whether the type of imported fruits and the country of origin are in the list of permitted imports in China, which can be inquired through the publicly available document information on the official websites of Customs and China Inspection and Quarantine.

- Exchange of bill of lading: Prepare the original bill of lading before the ship arrives at the port of destination, and try to provide the bill of lading by sea, so as to reduce the cost of exchanging the bill of lading. With the original bill of lading to the shipping company to exchange the bill of lading, which is an important proof of the subsequent customs clearance process.
- Inspection: Provide the original bill of lading and its copy, bill of lading, packing list, invoice, contract, certificate of origin, phytosanitary certificate, license, packing statement, inspection letter of attorney and other documents. If the fruits have special quarantine requirements, it is also necessary to provide cold treatment or heat treatment certificate and other documents. When reporting for inspection, it is necessary to submit a letter of commitment to show that the Chinese labeling in line with international food standards, to provide a sample of the labeling has been filed in the Commodity Inspection Bureau, if the wood pallet packaging, but also need to review the export issued by the “fumigation certificate”.
- Customs clearance: submit customs clearance documents, including proof of production, manufacturer product inspection certificate, proof of composition of production products, production certificate of origin, packing list and commercial invoices, certificate of the Ministry of Health of the Ministry of production or production of product inspection and quarantine certificates, etc., these documents are required to be the original, and some of them need to be in Chinese and English, with the seal and signature of the consignor. - Payment of taxes: According to the import tariff rate of fruits (10%-35%, and China has an agreement on tariffs of some countries fruit imports 0 tariffs, depending on the fruit HS code query) and value-added tax rate (generally 17%, some products, such as honey for 13%), calculate and pay the corresponding tax. Import tariff amount = CIF price × import tariff rate, VAT amount = (CIF + import tariff amount + consumption tax amount) × VAT rate.
- Inspection and release: Customs and commodity inspection departments carry out inspection and sampling of fruits for inspection. After passing the inspection, the Customs will release the fruit, and the Commodity Inspection Bureau will issue the inspection and quarantine health certificate, and the fruit can be sold in the market.
Fruit import customs clearance process is complex, the links are closely linked, importers need to be well prepared in advance to ensure that the information is complete, the procedures are compliant, in order to successfully complete the customs clearance, so that fresh fruits in a timely manner to supply the market.
